    These are our 2025-2026 season Board of Officers and Directors. They are in their postions until our next election in the spring of 2026.

  • 2025-2026 President

    Vicki Oster

    President Vicki Oster (rhymes with toaster). Vicki grew up in Pittsburgh; later she attended Ohio University where she received a MA in Speech-Language Pathology. Vicki lived most of her adult life in Columbus Ohio before moving to Titusville.

    Vicki is an animal lover and was the President of an all volunteer animal shelter; she was instrumental in the facility becoming no-kill.

    She is also an entrepreneur that owned and operated a vegetarian catering business and cooking school.

    Vicki has always been creative/artistic/musical; she enjoys theater, singing, piano, clarinet, sewing, needlepoint, knitting/crocheting, needlework, crafts, acrylic painting, and mixed media assemblage. She has also created commissioned pet portraits and donated many to animal rescues.

    Currently Vicki enjoys teaching the sip and paint classes at Zero Gravity Wine Bar at 4356 S Hopkins Ave, Titusville.

    Vicki’s goals for NBAL include:

    • Increase membership and member involvement. Get more young people involved.

    • Spruce up the building inside. Reduce clutter!

    • Promote the league in all ways possible to develop partnerships with local artists and businesses. Get more involved in the local Chambers of Commerce.

    • Optimize the use of the building with more events and more and varied classes for both adults and children.

  • Vice President

    Joyce Bandilla

    Vice President Joyce Bandilla. Joyce has long been an advocate of the Arts! She feels that Art, Music, and Theatre are vital to everyone, especially the youth. Since so many schools have done away with art courses, Joyce feels that our responsibility as a community is to continue to promote Art for everyone. And as a member of the North Brevard Art League she is doing just that!

    Joyce joined NBAL 20 years ago to meet and interact with other artists and to take classes in oil painting, watercolor, painting, pottery, pastels, and pen & ink. Joyce has been very active in her tenure at NBAL. She is integral to the the operations of NBAL; Joyce has been on the Board as Corresponding Secretary, Director of Hospitality, Vice President, and is the Director of the Children's community event Sunshine Saturday.

    Joyce’s mentors were her Aunt Rolande, an oil and watercolor artist, who introduced her to oil painting at age 23. Coming from a family that supported the arts, her mom painted and was a crafter, while her dad played the clarinet. Joyce holds an A.A. Degree in Art and Psychology.

    Joyce is most proud of her two grown children, a son who pursued music in college. He plays piano, trumpet, and bass guitar. She also has a daughter who majored in Dance becoming a teacher and choreographer. Joyce is part of an artistic family of creatives.

  • Correspondence Secretary

    Cathy Barrow

    Correspondence Secretary Cathy Barrow. Cathy’s youngest daughter started taking art classes with Val Stanley at Studio Plus, and when they shut down and Val moved to NBAL, the Barrows followed, soon becoming members.

    Cathy’s mom taught her to sew her own clothes; later she sewed clothes for her boys, as well as dance costumes and prom dresses for her girls. Cathy now focuses on sewing bed and art quilts. Currently photography is Cathy’s favorite medium, however she enjoys experimentation and working in mixed media such as copper, resin, and pastels to create art pieces.

    As Correspondence Secretary Cathy keeps our membership list and database up to date. She also sends out social cards. Cathy is also highly involved with making our Annual Spring Art show a success.

  • Recording Secretary

    Debbie Price

    Recording Secretary Deborah Price. Deborah has been a Preschool Director, VPK Director, teacher and student of art for many years. Her passion for the arts is taught in the classroom and in nature. Deborah enjoys camping, being outdoors, experiencing wildlife, and God’s creation; all of which imbue and inspire her artwork.

    Deborah studied at Florida Community College Jacksonville, Florida. She has been a judge for the Florida Association Christian College Schools Fine Arts Competition at Trinity Christian College of Jacksonville for many years. She was a member of the River City Christian Artists in Jacksonville.

    Deborah studied drawing under chalk artist Cliff Veaman, landscape artist John Dye, and portrait artist Sleetia Kelsey (student of renowned portrait artist Ann Kenyon). Deborah was invited to attend the National Portraits Artists’ Conference.

    Deborah has and been a member of North Brevard Art League for many years. She has held a position the NBAL Board of Directors since 2012. She is a very active member of the art league and has taken many classes and workshops from local and nationally known artists. Deborah loves to travel, paint, write children’s books, and observe and photograph nature.

  • Treasurer

    Nancy White

    Treasurer Nancy White. She has lived in North Brevard for over 3 decades. Nancy graduated from UCF with a degree in Accounting. She has served as the accountant for Sculptor Charter School for 16 years. Nancy has served as NBAL Treasurer for 7 years. She has enjoyed helping the NBAL grow into the thriving organization it is today.

    Nancy is now retired and resides at The Great Outdoors. She does not claim to be an artist but enjoys looking over the shoulder of our artists and enjoys taking an occasional art class.

  • Director of Art in Public Places

    Debbe Tomkinson

    Director of Art in Public Places; Deborah Tomkinson is the current liaison of the Art in Public Places; the NBAL members’ art being exhibited in local businesses. Debbe attended the university as an art student, showing and selling some drawings but life took many turns; and it is only in the last six years that she has stood in front of an easel to play with oils.

    Debbe delights in the challenge of capture the interplay of light and shadow across figures and landscapes. Her pieces reflect a deep love of family and nature and she uses her joy of traveling to produce interesting pieces.

    Debbe joined NBAL in 2021 after retiring from language teaching and believing in the importance of art in our local community, she agreed to coordinate the rotation of artists in the AiPP program, and has been successful in growing the number of artists and local businesses that are participating.

  • Director of Buildings & Grounds

    Larry Church

    Director of Building and Grounds Larry Church. Larry was born in Tigard, Oregon. As a child he moved to Vancouver Washington, and later Portland Oregon; until his dad realized that for working in Oregon and living in Washington meant paying taxes in both states. Larry’s dad then bought a 27 foot trailer, they called the Rose. With the Rose hitched to their 1952 Pontiac they climbed over the Rockies and headed for North Georgia. In that rural setting Larry started the second grade in a one room schoolhouse on a red dirt road. His nomadic family moved to Atlanta where his parents sold trailers at the Atlanta Trailer Mart. They lived in a trailer park shared with the professional wrestlers who lived there, and the circus performers when they came to town. As a young boy, Larry was fascinated by a character with long black hair, and a twirly mustache who wrestled under the name of Wild Bill Elliott. Larry frequently watched Wild Bill sitting in the shade of the canvas awning of his small trailer, contentedly sculpting figures in clay. This was Larry’s first introduction to art. As a child Larry drew pictures of his favorite comic book characters.

    Next Larry’s family moved to Pensacola Florida, where his parents sold trailers at the Anderson Trailer Mart. This nomadic family then moved to Atlanta Georgia, to Daytona Florida, to Ashland Kentucky, to Phoenix Arizona, and finally back to Pensacola. All of that before Larry even started the seventh grade. Larry finished junior high and high school in Pensacola and went on to Pensacola Junior College where he majored in Art. Larry attended the University of West Florida, and Florida State.

    At seventeen Larry joined the Naval Reserves. In 1968 he went on active duty with VFP-63, Light Photographic Squadron 63, stationed at Miramar California. After his active duty, Larry moved back to Pensacola; working a few different menial jobs, Larry felt he wasn't getting anywhere, and he decide to go back to Pensacola JC for awhile before transferring to the University of West Florida where he received a degree in Computer Science and a minor in Accounting in the fall of 1979. Larry was subsequently employed at the Naval Air Rework Facility, NAS Pensacola. In 1980, after an interview with Computer Science Corp, Larry was offered a position in the Industrial Area at Kennedy Space Center in Titusville Florida. Over the years he has worked many technical jobs for various contractors at the Industrial Area at the Space Center.

    In 2016 when Larry reached 70 he retired. He was looking for something to keep himself busy and found the art league. Larry helped Bob Bieling, the previous Director of Buildings and Grounds. Larry likes to say he held Bob’s hammer, or ladder. Bob asked Larry to take on the job when he could no longer do it. And this was how Larry was "volunteered." Larry has done so much to make sure our building and grounds are well maintained; he was responsible for getting us two new A/Cs this year just in time for the hot Titusville summer. Thank you Larry!

    Although Larry’s parents have passed, and his family members are scattered in many places, Larry feels he has finally found a place to settle and call home. Larry now says that he thinks of the art league as his own family.

  • Director of Pottery

    Candi Hauck

    Director of Pottery Candida Houck. Positive, articulate and personable - that’s how friends, students and fellow artists describe Candida Houck. For more than 30 years, she’s been shaping clay and exploring the endless possibilities of ceramics, from delicate, functional pieces to expressive works of art. Along the way, her curiosity and dedication have earned her awards and a reputation for mastering many different ceramic processes.

    For Candida, teaching is every bit as creative as making. As Director of Pottery for the North Brevard Art League since 1999, she has guided countless students, helping them not just learn techniques but discover their own artistic voices. She sees the classroom as a space for exploration, joy and the occasional happy accident that turns into something beautiful.

    Today you can find her work at The Downtown Art Gallery in Titusville (thedowntownartgallery.com) and The Village Art Gallery in Cocoa Village (thecocoavillageartgallery.com), each piece carrying a bit of her warmth, skill and love for the craft.

  • Director of Technology & Social Media

    Franci Kettman

    Director of Technology and Social Media Franci Kettman. Franci was born in Germany to American parents and grew up in Santa Barbara, California. She loved spending time at the beach, and in the mountains. She is a creative spirit, independent thinker, and entrepreneur. At the age of 10 Franci was selling her handmade macramé jewelry at The Stone Balloon Gift Shop & Gallery in Santa Barbara.

    Franci attended SBHS and was introduced to sewing in a Home Ec class. She learned to sew, and eventually made her own senior prom dress. After graduating high school, Franci attended the Fashion Institute of Design and Merchandising and earned an Associate of Art degree in Fashion Design. Her first year she attended at their campus in San Francisco; she thought it was a wonderful city to live in and explore. The second year, all students were required to attend the Los Angeles campus. Upon graduation Franci went to work in the Los Angeles garment district as a Designer’s Assistant/First Patternmaker. Wanting to complete her education, she moved back to Santa Barbara and enrolled at UCSB. After two years she graduated with a Bachelor of Arts Degree with an emphasis in Photography and Printmaking.

    Yadda, yadda….. many years gone by.

    In 2003 Franci, her husband Curtis, and all their furry children moved to Titusville, Florida. In 2008 they met TAL - Titusville Art League (NBAL’s previous name) President John Slater and decided to join. Curtis went on to also become President of TAL and Franci was the Vice President and newsletter creator and Editor. Ever the futurist, technology lover and Sci-Fi enthusiast, Franci has helped to modernize the art league. In 2008 Franci was able to get Digital Photography recognized as “real” art and added as a classification to our Annual Spring Show. In 2009 she became the creator and owner of this Facebook page. Franci and Curt took a break in 2013 to return to work, and 2014 opened their own travel agency. After a 10 year hiatus, Franci rejoined NBAL in 2023. She took on the role of Director of Social Media and managed the Facebook page once again. In 2024 Franci took over the roll of the art league’s website manager. In 2025 she added their new Instagram account. Next on the horizon will be adding a Tik-Tok account.

    As a creative, Franci has explored and worked in many mediums. She enjoys stained glass, mixed media, painting, printing, photography, digital art, scrapbooking, and sewing. Sewing continues to be her favorite art form. Franci sews all her own clothes, and enjoys having clothes that fit her. She currently teaches sewing to kids, tweens, teens, and adults. She helps her students learn how to custom fit their clothing; both editing existing ready to wear to fit, and learning how to custom fit and sew a garment from cutting the pattern, sewing the garment, and to enjoying the finished piece. Her passion is to help people realize that all bodies are unique. She explains to her students how both RTW and patterns require easy changes to make them fit better, and how easy it can be, and how wonderful it is to be able to make your own clothes in the designs, shapes, and color that you want. Her greatest joy is seeing a young student fearlessly trying new things, and the “light bulb” moment when they get it!

  • Director of Youth Art Programs

    Valorie Stanley

    Director of Youth Art Valorie Stanley. Ms. Val grew up in Cocoa, Florida and fell on love with art as a very young child. She attended the University of South Florida as a Fine Arts major and the Art Institute of Florida as a Photography major.

    Val moved to Titusville in 1995 and homeschooled her two children for 13 years. She joined the Titusville Art League (NBAL’s previous name) as a youth art teacher; and has been teaching the youth classes at the art league for so many years! She continues to teach approximately 150 students weekly.

    In 2015 Val was voted in as Vice President of the art league; a position she held for 8 years. Val has also served as the NBAL Annual Spring Show Chairperson since 2017. Her passion is, and has been, inspire future generations of artists to create.
